After an eventful 45 days—complete with a water crisis, two snowstorms, and an ice storm—the Virginia General Assembly officially adjourned sine die on Saturday, February 22nd, marking the end of the 2025 Legislative Session. For the second consecutive year, the legislature wrapped up on time with a completed budget, continuing a new General Assembly streak.

With 2025 being an election year for Virginia’s three statewide offices and all 100 seats in the House of Delegates, legislators were determined to finish their work on schedule. Now, attention shifts across Capitol Square to the Patrick Henry Building, where Governor Glenn Youngkin will review hundreds of successfully passed bills and decide whether to sign, amend, or veto them—including the state budget—before the General Assembly’s veto session on Wednesday, April 2nd.

By the Numbers: 2025 Legislative Session
  • Total bills and resolutions filed: 3,107
  • Total bills passed: 1,535 (907 of which were legislative bills)
  • Virginia REALTORS® Legislative Agenda: Passed with near-unanimous support (1,767 “yes” votes, 4 “no” votes, and 3 abstentions)

Unlike last year—when timing quirks led to some of our bills being signed into law before session ended—all 10 Virginia REALTORS® bills followed the normal legislative process this session. The Governor has until March 24th at midnight to act on them. So far, we have received no concerns about our legislation, but we remain vigilant in case any questions arise before the deadline.

Your investments help us strengthen key relationships and work directly with Committee Chairs, Subcommittee Chairs, and budget conferees to advance REALTOR® priorities. As we head into this pivotal election year—one that will determine the House majority and shape the political landscape for the Governor, Lieutenant Governor, and Attorney General—your RPAC dollars are more important than ever.

Election Season is Already Here

There’s no rest for the weary in Virginia, where we have elections every year! Your Government Relations team is already analyzing key races to protect, elect, and re-elect REALTOR® champions. The Virginia REALTORS® have exciting plans in the works for this election cycle, both for the June 17th primaries and the November 4th general election, so stay tuned!

Looking Ahead: Possible Special Session

To add even more intrigue to 2025, both the Speaker of the House and the Senate Majority Leader have already signaled their intent to return to Richmond for a special legislative session later this spring. This session would likely address uncertainties stemming from the federal workforce in Washington, D.C. While we do not anticipate REALTOR®-related impacts, we will closely monitor all proposed legislation to ensure our interests remain protected.
