Virginia REALTORS® CEO Rick Lugg has been appointed to serve on Governor Abigail Spanberger’s Commission on Unlocking Housing Production, a newly established body charged with developing recommendations to increase housing supply and expand homeownership opportunities across the Commonwealth.

The commission convened its first meeting on September 3, 2026, and will advise the Governor on potential changes to state laws, regulations, and administrative practices that could accelerate housing production and address Virginia’s growing housing shortage.

As the largest trade association in the Commonwealth and a leading voice on housing and property ownership issues, Virginia REALTORS® brings a valuable perspective to the commission’s work.

The commission brings together leaders from state agencies, housing organizations, local governments, and industry stakeholders to develop an integrated approach to increasing housing production across Virginia. Its work will support Governor Spanberger’s broader efforts to address housing affordability and expand housing opportunities in every region of the Commonwealth.
