The 21st Century ROAD to Housing Act: A Win for Homebuyers, REALTORS®, and REALTOR® Advocacy
July 14, 2026
When REALTORS® advocate together, real change happens.
After 21 months of persistent advocacy, Congress passed the 21st Century ROAD to Housing Act, one of the most significant federal housing packages in decades. The legislation includes bipartisan solutions designed to increase housing supply, encourage new development, modernize housing programs, and make homeownership more attainable for future generations.

For homebuyers, that means more opportunities in a housing market that has struggled with limited inventory and rising costs. By encouraging the construction of more homes and reducing barriers to development, the Act is intended to help create a healthier, more balanced housing market over time.
For REALTORS®, it means stronger communities, more housing choices for clients, and policies that support a vibrant real estate market. While no single piece of legislation will solve today’s housing challenges, the 21st Century ROAD to Housing Act represents meaningful progress toward addressing one of the biggest issues facing our industry.
This victory didn’t happen overnight.
It is the result of nearly two years of collaboration between lawmakers, the National Association of REALTORS®‘ advocacy team, and thousands of REALTORS® from across the country who answered Calls for Action, met with members of Congress, and shared firsthand stories about the housing challenges facing their communities.
Virginia REALTORS® are proud to be part of that effort.

Every year, our members travel to Washington, D.C., for REALTOR® Legislative Meetings (RLM), joining thousands of REALTORS® from across the nation to advocate for legislation that strengthens homeownership, protects private property rights, and supports a healthy real estate market. Those conversations on Capitol Hill help lawmakers understand the real-world impact of the policies they consider.
Legislative wins like the 21st Century ROAD to Housing Act are proof that REALTOR® advocacy works.
They also remind us that effective advocacy requires more than one week in Washington. It takes engaged members who are willing to tell their stories, experienced advocacy professionals who work year-round on behalf of the industry, and the continued support of RPAC, which helps ensure REALTORS® have a strong voice in the political process.
Every RPAC investment strengthens our industry’s ability to build relationships with elected officials and advance policies that benefit property owners, homebuyers, sellers, and the real estate profession.
The 21st Century ROAD to Housing Act is more than a legislative victory. It’s a reminder of what’s possible when REALTORS® across Virginia and across the country stand together.
Advocacy works. And together, our voice is stronger than ever.
